@PayPal are you really banning accounts that have been used to pay for VMs to run @torproject relays? (https://mailarchives.bentasker.co.uk/Mirrors/tor-relays/2021/03-Mar/msg00019.html) If it's that simple, that's a fairly big concern and/or something you should be explicit and open about.
