The Gov cut the funding - https://www.gov.uk/government/news/bbc-to-fund-provision-of-free-television-licences-for-over-75s That "agreement" was: you're paying for >75s, or the License fee isn't increasing with inflation, and we won't change the law to require a license for streaming live tv online Not really a choice
